RC - Lobbes, "Coeur de ville"

Short description: 

The project « Heart of town » in Lobbes (a municipality of Belgium near the city of Charleroi) is realised as part of the european programme “Phasing out - Objective One - Hainaut”. It is question to fit out the communal square and the approaches of the collegiate church of Lobbes.

These two places are central and important at town level, which forms with the city of Thuin a developing tourist pool on the territory of the Haute-Sambre.

In the framework of the franco-belgian Interreg IIIa Beauregard project, Espace Environnement has taken a participative step to :
    •    articulate the layout project of Phasing out with the other planned projects by different participants (the municipality, the Walloon Department of Transport), and having an implication,
    •    consider the patrimonial and tourist advantages of Lobbes, to envisage the layout of the place and of the collegial in a larger and general context (several functions of the place, organized trip,...)

With this aim in view, the following method of work has been developed :
    •    collect data and the expectations of the different participants
(population, technicians, local councillors),
    •    establish a diagnostic on the entity which must be the reflect of the opinions of the different participants and which create a hierarchy oh the main interventions,
    •    suggest the layout trails to bring the technicians to better precise their expectations on the area of the Phasing out
(with the support of the cross-border workshop of the project Beauregard),
    •    to draw up specifications at the attention to the promoter designed in the framework of the Phasing out, which must take it into consideration.

The different participants involved in the framework of the phasing out are: the municipality, the European Found for Regional Development, the walloon administrations. Some of them have been also involved in the needs of the projects, as well as the french partners in the BRG project (the ADUS from Maubeuge and the CAUE from Lille).

Lessons learned
Concerning the implication of the population, the realisation of a survey has conducted to obtain the opinion of a sample of 250 people on the heritage of their municipality. By a unpredictable choice of people, respective to the proportion of the inhabitants of each locality, this survey integrate the opinions of all the population, including people who assist a little to meetings or expositions.

The opinion of the local councillors and the technicians has been collected during different meetings in order to identify the positive negative points from their point of view (local set of problem including the ones relative to the life field and the urban development).
This involvment of the people, of the elected and of the technicians has permitted to better take into consideration the different interests. A shared diagnosis has made a rapport of the different points of view for the entity balancing the opinion of the population, of the local councillors and the technicians (diagnosis prompted by the participative budget of Porto Allegre).

The identity of the place and its connection with the global cross-border context of franco-belgian Val de Sambre have been first taken into consideration by an analysis of the potentialities of the place by district, underlining the architectural, patrimonial, urbanistic and landschaped qualities met in the municipality.

With the survey and the shared diagnostiq, the technicians in charge of the Phasing out for Lobbes, have put the project in a larger context based on real local potentialities (tourism, landscape,…); options for local development were then suggested.
The involvement of several technicians has integrated more desires into the specifications.
